What would be the cost and staffing implications of introducing ANPR?

A team is currently developing a business case for introducing ANPR technology.

Initial estimates suggest that the capital investment could be up to £15 million. While ANPR could reduce the need for some roles at the toll plaza, it would also require additional roles in other areas, such as technology management, enforcement and customer services.
