There is no State subsidy for Disadvantaged or Disabled Travellers, and the sole source of funding for the Mobility Concession Smartcard is from the tolls paid by other motorists.
In these circumstances, the Joint Committee can only agree such limited concessions as do not unduly raise costs for toll paying motorists, and the Joint Committee therefore restricts the issue of Mobility Concession Smartcard to those persons in receipt of the one or more of the following benefits:
- Disability Living Allowance with mobility component at higher level
- PIP Benefits equivalent to the DLA allowances detailed above
- War Pension with mobility supplement
- Tax Exempt Vehicle Licence Disc
- Registered Blind Person
